Tarin Dakpe takes over charge as East Kameng DC
SEPPA, Jun 11: Tarin Dakpe has taken charge as Deputy Commissioner of East Kemang District.
Dakpe, soon after assuming the office of DC, held a meeting with the administrative officers and officers of various departments to take stock of their problems and activities being carried out in their respective branch and department on June 7 in his office.
Addressing the officers and officials, Dakpe called upon them to work for the greater interest of the people and urged the officers to do discharge duty with sincerity and dedication.
He enquired about buffer stock for the monsoon and directed DFSCO for immediate procurement.

Seven years old boy drown in Yomgo River
ITANAGAR, Jun 11: Seven years old boy Puge Tali was reportedly swept away by Yomgo River on June 10 last at around 1 pm and his dead body is still traceless, informed Kargu Kardi Students’ Union (KKSU).
The incident happens when Puge and his friends were bathing on the river bank.
The KKSU appealed to the people of downstream to inform the nearest police station in case dead body is found.
Meanwhile, the union condoled the demise of its member Yiba Potom (27), who died at Itanagar on June 10 last.
She is survived by her husband and a daughter.
The members of the union prayed almighty God for the eternal peace of the departed soul.

ANSU bandh passes off peacefully

ITANAGAR, Jun 11: The 12 hours Capital bandh called by All Nyishi Students Union (ANSU) today passed off peacefully. There is no report of any untoward incident during the bandh, according to capital police sources.
However, the bandh hit hard the common people, paralyzing the normal activities in and around the twin capital cities, as most of vehicles were off the road, except few police vehicles moving around.
The schools, offices both government and private were also remained closed. The business community also responded to the bandh by shutting down the shops. The government employees preferred to stay at home, seemingly to avoid untoward incidents.
ANSU called the bandh in reacting to the state government alleged failure to fulfill their demands. Earlier union demanded appointment of Independent Home Minister, additional women police stations at Itanagar and Naharlagun, and installation of CCTV cameras in all strategic location/ areas of capital complex and immediate arrest of the culprits involved in the murder of an engineering student Bomjen Gapak.
However, Chief Minister Nabam Tuki in a meeting with the ANSU members on Sunday appealed the union to reconsider its decision for 12 hours bandh.
MoRTH sanctions Rs 130.74 cr for land compensation
ITANAGAR, Jun 11: The Ministry of Road Transport & Highway (MoRTH), Govt. of India has sanctioned Rs 130.73 crore for land compensation for Trans Arunachal Highway (TAH) from Nechipu in West Kameng to Hoj in Papum Pare district on April 12 this year. It was informed by MoRTH Secretary Vijay Chhibber in a letter to Member of Parliament Takam Sanjoy on May eight last.
It is pertaining to mention here that MP Sanjoy had urged the MoRTH to expedite sanctioning of the land compensation package for TAH from Neciphu to Hoj.

Maha Govt initiates steps to correct mistake in textbook
ITANAGAR, Jun 11: Maharashtra Chief Minister Prithviraj Chavan has informed that his Government has already initiated steps to ‘correct’ the mistake done by the state education department in printing class X geography books, which had maps that did not depict Arunachal Pradesh as part of India.
In a letter dated May 21 to Chief Minister Nabam Tuki and received today, Chavan informed that directives have been issued to concern authorities to stop circulation of books with the map in question and withdraw books that have already been circulated.
“I have also directed the department to take disciplinary action against the officials responsible for the printing error,” he said.
The Maharashtra Government, simultaneously, is making the correct version of the book available to students through their respective schools. The Government is also making earnest efforts to ensure that students do not have access to books carrying the incorrect map.
The Maharashtra Chief Minister further informed that due process has been initiated for disbanding the ‘Board of Studies’ responsible for approving the book with wrong maps.
“Arunachal Pradesh is an integral part of India and remains a source of pride and inspiration for all Indians for their contributions to the rich culture, security and development of the nation,” Chavan added in the letter.
Earlier, Tuki had written to his Maharashtra counterpart on May 17, 2013, drawing his attention towards the ‘error’ and had sought his personal intervention to undo the mistake.
Nani Tama murder case cracked, says Pasighat police

SEPPA, Jun 11: Education is incomplete without computer education and knowledge, said Deputy Commissioner Tarin Dakpe.
Attending the certificate distribution function of first batch diploma holders in Computer Application of Kameng Institute of Vocational Training and Computer Education (KIVTCE) here yesterday, the Deputy Commissioner explained the importance of computer education in today’s world. He said that computer based vocational training was inevitable to take up any skilled works. He assured to provide loan through banks to those trained youth in the skill courses for self employment.
The DC suggested the students to learn other useful skills such as mobile repairing, tailoring, fashion designing, language etc. through which they can earn livelihood. He appealed to the youths to engage themselves in meaningful, constructive and legitimate activities instead of wasting their time on unproductive activity. Arunachal Pradesh Society for Education and Development (APSED) is running three institutes, namely Kameng Institute of Vocational Training and Computer Education at Seppa, Institute of Rural Development at Seppa and Vocational Training provider centre, informed its Director Vijoy Sonam. GASU memo to MP
Meanwhile, in its memorandum submitted to the Lok Sabha West Parliamentary on Tuesday, Guwahati Arunachal Students Union (GASU) appealed to the Member of Parliament to expedite the construction of Arunachal Bhawan in Guwahati saying that students and common people specially patients from the state are facing accommodation problem. It said that the state government had announced Rs 17 crores for construction of Bhawan in September 2011 last.
GASU also demanded for the replacement of the deputy resident commissioner (DRC) Guwahati. It opined that an APST officer should be replaced present DRC. Union also requested the MP to provide a room for establishment of union office at Arunachal guest house. It further urged the MP to initiate for the establishment of CBSE regional office at Itanagar while considering the plethora of problems faced by Arunachal students on CBSE related cases.
Lack of awareness impedes RSBY implementation

RUKSIN, Jun 11: Lack of awareness among common people is causing major impediment to implementation of Ratriya Swasthya Bima Yojana (RSBY), which covers health insurance for the poor families living under Below Poverty Line (BPL).
Launched by the Union Ministry of Labour and Employment, the scheme provides cover for medical expenses upto Rs 30,000 for a family of five on a floater basis. Transportation charges are also covered upto a maximum of Rs. 1,000 with Rs. 100 per visit. The Central Government pays 90 percent of the total premium in Jammu & Kashmir and North East States (75% for other states) while the respective State Government pays the remaining amount.
As per schematic provision, the State Governments select insurance companies through open tendering process and technically qualified lowest bid is selected. According to health department sources, the state government has agreed with a Chennai based “Roy & Sundaram & Alliance” insurance company for implementation of the scheme in the state.

Urban Indians and pollution
Fueled by fast economic growth, India's cities are getting more polluted and unhealthy by the day, said a TERI (The Energy and Resources Institute) report, stating the obvious.
TERI's researchers spoke to 4,039 people in India's six biggest cities for their perceptions and opinions on environment and green issues over the last five years for its report, which shows that urban Indians are becoming increasingly wary about the air they breath and the food they eat. It is clear why: "Air quality in these six cities has worsened or at best seen no change."
The survey has recorded increasingly anxious and angry voices from Bangalore, Chennai, Delhi and Hyderabad over the state of waste management in their cities. Only respondents from Kolkata and Mumbai said there had been an improvement, in this respect.
The growing urban angst over pollution shows that government and industry can no longer dither over striking a virtuous balance between environment and development, notes the survey.
No additional charges should be entrusted to Secretary, Planning

It’s a unique on the part of the State Govt that one person is allowed to hold the charges of the Secretary to Governor and Secretary (Planning) to the Govt of Arunachal Pradesh. It is surprising how one bureaucrat is allowed to act as the Secretary to two head of the State. As a stop gap arrangement it is OK, but what surprises me is that why and how outgoing secretary Ankur Garg was allowed to hold the charges of Secretary to Governor and Secretary (Planning) for more than 3 long years at a row.
The Governor is the constitutional head of the State and the Secretary (Planning) is supposed to be the right hand of the State government (Chief Minister). The Governor Secretariat is accountable to the Rashtrapati Bhawan but the State Government is directly linked with Prime Minister’s office. Under such circumstances, how a single person can be a reporting Officer for both the Supreme authority. It needs to be examined what type of reports were transmitted by the said Secretary to Prime Minister’s Office and Rashtrapti Bhawan during his tenure as Secretary to Governor and Secretary (Planning).
Better late than never, it is high time that the State Govt, allocates the portfolios to the Secretaries and Commissioners keeping all aspects in mind. As a layman, what we observe over the years is that Secretary (Planning) need to be a man having diverse experience on various planning process and that no additional charges should be entrusted to the Secretary (Planning) to enable him to dedicate his time and energy for planning process.

is that many ambitious projects have not been able to kick off since last 4 years,

Through the columns of your esteemed daily I would like to draw the attention of the Capital DC towards the grievances mentioned below.
I had applied for mortgage and non-
Ever since the office was shifted to Itanagar, I have been travelling 40 km a day, fighting heavy traffic and investing time and money to reach DC office at Chandannagar, Itanagar. But , I am getting nothing except their endless excuses. When I met DC he said that he has other works also while the babus at DC office informed me that the DC has formed different groups for particular works. Finally when I found the group who are dealing with my application, they said that the DC is not responding to their report. Now I just want to know is this a normal work cycle at DC office? How can be they so irresponsible? Govt. are not paying them for harassing the people. I am sure there are more such cases and people are wandering around DC office for getting simple work to be done. I request the officials at DC office and the DC to perform their duty efficiently and effectively. I also want to appeal my fellow Arunachalee to become aware about the RTI and Time Bound Service bill introduced by govt. of India and use it in practical.
