Tarin Dakpe takes over charge as East Kameng DC

SEPPA, Jun 11: Tarin Dakpe has taken charge as Deputy Commissioner of East Kemang District.

Dakpe, soon after assuming the office of DC, held a meeting with the administrative officers and officers of various departments to take stock of their problems and activities being carried out in their respective branch and department on June 7 in his office.

Addressing the officers and officials, Dakpe called upon them to work for the greater interest of the people and urged the officers to do discharge duty with sincerity and dedication.

He enquired about buffer stock for the monsoon and directed DFSCO for immediate procurement.

In response to the proposal put up by Chayang Tajo ADC for judicial training to the administrative officers, he assured to conduct the same. DIPRO

 

Seven years old boy drown in Yomgo River

ITANAGAR, Jun 11: Seven years old boy Puge Tali was reportedly swept away by Yomgo River on June 10 last at around 1 pm and his dead body is still traceless, informed Kargu Kardi Students’ Union (KKSU).

The incident happens when Puge and his friends were bathing on the river bank.

The KKSU appealed to the people of downstream to inform the nearest police station in case dead body is found.

Meanwhile, the union condoled the demise of its member Yiba Potom (27), who died at Itanagar on June 10 last.

She is survived by her husband and a daughter.

The members of the union prayed almighty God for the eternal peace of the departed soul.

 

Ering stresses on creation of Minority Blocks

PASIGHAT, Jun 11: Union Minister of State for Minority Affairs Ninong Ering said that 40% population of the state belongs to Christians, Buddhists and Muslims but we could not avail various benefits extended by the Centre under minority affairs aiming to provide basic amenities due to old 2001 census report. The Union Minister was addressing Deputy Commissioner T Pada, Deputy Director (ICDS) Ponung (Ering) Angu, EE (Tube-well-Drilling) CDPO and statistical officer in a meeting here yesterday.  Referring to his Namsai meeting, Ering urged the DCs of the state to take initiatives in creating Minority Blocks on priority in their respective districts so that advantage and benefits ministry of minority affairs are reached to the deserving people the state.

Creating Minority Blocks, his ministry will be able to address the development issues of the minorities in more effective way at district levels, he added. DIPRO

 

Training on E-Governance

SEPPA, Jun 11: The department of IT, Govt of Arunachal Pradesh and the system integrator namely HP India Sales Pvt. Ltd. imparted one day training on e-governance to the officers and officials of agriculture, labour and employment, Land Record and Settlement and Social Welfare Department at Kameng Hall, Seppa on June 3 last.

The basic purpose of the training was to make the  departmental officers and officials of well acquainted with e-governance. DIPRO

HSC beat ZCS 2-0, DSC hold LBSC to 1-1 draw

ITANAGAR, Jun 11: Hage Kemo scored a goal in each half to help Hari Sports Club (HSC) beat Zamara Club Siro (ZCS) 2-0 in a league level match in the 46th Dree Football Tournament at Subansiri Stadium, Hapoli today.

The first match of the day played between Laji Bogia Sports Club (LBSC) and Diibo Sports Club (DSC) ended in 1-1 draw.

Habung Chilyang and Koj Chotu were the scorers of of LBSC and DSC.

Laji Bogia Sports Club (LBSC) will meet All Salang Sports Association (ASSA) in tomorrow’s first match while the second match will be held between Diibo Football Club (DFC) and Sancha Yapa Football Club (SYFC).

 

Nyedar Namlo inaugurated

Training on State Portal & SSDG conducted

Aalo, Jun 11:  A one-day training on State Portal and State Service Delivery Gateway (SSDG) was conducted for the departments of Labour, Social Welfare, Land Management and Agriculture here recently. The programme was formally inaugurated by West Siang Deputy Commissioner M.K. Sahoo who exhorted the trainers and trainees to enable the services from the Govt. department at their doorsteps.

Trainers Anirban Goswami and Qadir Hussain, Software Engineers from HP explained about state portal and importance of SSDG. The participants were trained on the basics of computer usage, the state portal, SSDG and its components like e-forms and the departmental processes.

The web application linked to the state web portal will give ample scope to applicants to apply online for services and provides security from loss of data, enhance time stamp for prompt delivery system. The training was sponsored by State Council for IT & E-Governance, Department of IT in coordination with K.C. Wangmo and Nyaken Ori, DIOs NIC, Aalo. DIPRO

 

‘Music an integral part of life’

ITANAGAR, Jun 11: Music has been integral part of our life. It relaxes the mind and reduces the amount of stress, said Dr. David Pertin, Deputy Registrar, Rajiv Gandhi University.

Inaugurating a month-long music training organized by youth wing of Christian Revival Church (CRC) Naharlagun in the church premises yesterday, Dr. Pertin urged the participants to learn the music with interest and use it for edifying ones way of worshipping and godliness.

Five experts will impart training in guitar and drum set to 65 music enthusiasts comprising young and old from in and around Naharlagun and Papunallah Township.

ANSU bandh passes off peacefully

ITANAGAR, Jun 11: The 12 hours Capital bandh called by All Nyishi Students Union (ANSU) today passed off peacefully. There is no report of any untoward incident during the bandh, according to capital police sources.

However, the bandh hit hard the common people, paralyzing the normal activities in and around the twin capital cities, as most of vehicles were off the road, except few police vehicles moving around.

The schools, offices both government and private were also remained closed. The business community also responded to the bandh by shutting down the shops. The government employees preferred to stay at home, seemingly to avoid untoward incidents.

ANSU called the bandh in reacting to the state government alleged failure to fulfill their demands. Earlier union demanded appointment of Independent Home Minister, additional women police stations at Itanagar and Naharlagun, and installation of CCTV cameras in all strategic location/ areas of capital complex and immediate arrest of the culprits involved in the murder of an engineering student Bomjen Gapak.

However, Chief Minister Nabam Tuki in a meeting with the ANSU members on Sunday appealed the union to reconsider its decision for 12 hours bandh.

 

 

MoRTH sanctions Rs 130.74 cr for land compensation

ITANAGAR, Jun 11: The Ministry of Road Transport & Highway (MoRTH), Govt. of India has sanctioned Rs 130.73 crore for land compensation for Trans Arunachal Highway (TAH) from Nechipu in West Kameng to Hoj in Papum Pare district on April 12 this year. It was informed by MoRTH Secretary Vijay Chhibber in a letter to Member of Parliament Takam Sanjoy on May eight last.

It is pertaining to mention here that MP Sanjoy had urged the MoRTH to expedite sanctioning of the land compensation package for TAH from Neciphu to Hoj.

In a letter to the Secretary, MoRTH  Chhibber on March 20 this year, the MP said that the long awaited dream of having Trans-Arunachal Highway by the people of the state has already been delayed for nearly 3 years now.

The administration of Arunachal Pradesh had already submitted land compensation package for Trans-Arunachal Highway for the said portion of road for further approval of government of India, Sanjoy said in the letter.

Without this package the process of land acquisition could not take place. This has further delayed construction of road by the contractor, the letter added.

 

 

Maha Govt initiates steps to correct mistake in textbook

ITANAGAR, Jun 11: Maharashtra Chief Minister Prithviraj Chavan has informed that his Government has already initiated steps to ‘correct’ the mistake done by the state education department in printing class X geography books, which had maps that did not depict Arunachal Pradesh as part of India.

In a letter dated May 21 to Chief Minister Nabam Tuki and received today, Chavan informed that directives have been issued to concern authorities to stop circulation of books with the map in question and withdraw books that have already been circulated.

“I have also directed the department to take disciplinary action against the officials responsible for the printing error,” he said.

The Maharashtra Government, simultaneously, is making the correct version of the book available to students through their respective schools. The Government is also making earnest efforts to ensure that students do not have access to books carrying the incorrect map.

The Maharashtra Chief Minister further informed that due process has been initiated for disbanding the ‘Board of Studies’ responsible for approving the book with wrong maps.

“Arunachal Pradesh is an integral part of India and remains a source of pride and inspiration for all Indians for their contributions to the rich culture, security and development of the nation,” Chavan added in the letter.

Earlier, Tuki had written to his Maharashtra counterpart on May 17, 2013, drawing his attention towards the ‘error’ and had sought his personal intervention to undo the mistake.

 

 

Nani Tama murder case cracked, says Pasighat police

PASIGHAT, Jun 11: Pasighat police has cracked the mysterious murder case of Nani Tama, whose body was found buried under sand on the bank of river Siang at Raneghat on November 30, 2012.

Late Tama, 19, was a native of Ziro town. The trail went cold as there was no clue but the mystery over the brutal murder here seven months ago was solved yesterday with  apprehension of one suspect Kaling Lego from Air-field area with evidential proves, claimed Officer in-Charge (OC) of Pasighat Police Station ABS Ahmed (SI).

Casual argument led to the murder and the suspect Lego has confessed to the crime before the police investigation and interrogation, police sources informed.

Lego is a BA 2nd year student and a native of Siluk under Mebo subdivision, added OC Ahmed.

SP Pushpendra Kumar informed that investigation is not over and police team is working hard and they are confident to get more evidences.

A murder case had been registered at Pasighat Police Station under section 302 and 201 of IPC and ABS Ahmed and Nani Tama, both Sub-Inspectors, were entrusted to investigate the case.

Congratulating the officers and their associates over the success the SP said they will be suitably rewarded. DIPRO

 

 

Education is incomplete without knowledge of computer:DC

SEPPA, Jun 11: Education is incomplete without computer education and knowledge, said Deputy Commissioner Tarin Dakpe.

Attending the certificate distribution function of first batch diploma holders in Computer Application of Kameng Institute of Vocational Training and Computer Education (KIVTCE) here yesterday, the Deputy Commissioner explained the importance of computer education in today’s world. He said that computer based vocational training was inevitable to take up any skilled works. He assured to provide loan through banks to those trained youth in the skill courses for self employment.

The DC suggested the students to learn other useful skills such as mobile repairing, tailoring, fashion designing, language etc. through which they can earn livelihood. He appealed to the youths to engage themselves in meaningful, constructive and legitimate activities instead of wasting their time on unproductive activity. Arunachal Pradesh Society for Education and Development (APSED) is running three institutes, namely Kameng Institute of Vocational Training and Computer Education at Seppa, Institute of Rural Development at Seppa and Vocational Training provider centre, informed its Director Vijoy Sonam. The main objective of APSED is to provide holistic education, health care and encouraging the youths to embrace self employment by providing necessary skills. Besides Computer education, the centre provides training in 19 other subjects, he informed. DIPRO

 

 

Dabii inaugurates high mast lights at Namey and Nari

PASIGHAT, Jun 11: Local MLA Tako Dabii inaugurated two high mast lighting towers at Namey and Nari yesterday evening in presence of ADC T Mibang, engineers of PWD, Power, RWD, host of officers and leaders.

Dedicating the lighting systems to the people of Namey and Nari, Dabii informed that Rs 90 lakh was sanctioned under SPA for installation of the systems. He said that more such lighting systems would be installed in the area in near future.

The lights used in high mast lighting system are energy efficient and requires professional maintenance and can provide additional safety to the installed areas/locations by providing dusk-to-dawn lighting.

Earlier in the morning, Dabii addressing an impressive interactive meeting organized by the PRI members at Nari Inspection Bunglow stated that in a democratic setup leadership lies in the hands of people and every decision is taken as per the aspirations of the people.  Panchayat Raj Institutions (PRI) should be strengthened giving financial power to the elected members, making them feasible and beneficial for all sections of the society, he added.

The senior Congressman Dabii while congratulating the newly elected PRI members of Nari and Koyu blocks and expressed his extreme happiness over involvement of highly qualified youths in politics.

While focusing on landslide victory of the ruling party in the last Panchayat election, Dabii pleaded for 40% allocation of state fund for rural development purposes. He also advocated that government should consider allocation of good funds to PRIs, sanctioned by the union ministry under Border Development and also provide Backward Districts Development Funds etc. for faster development of rural areas.

He also stressed on implementation of social audit mechanism framed by the state government to make the dreams of former Prime Minister Rajiv Gandhi come into reality. DIPRO

 

 

MP urges students to devote in study

ITANAGAR, Jun 11:  “Gone are the days of demonstration of physical strength with brain power ruling the humanity. It’s brain, not brawn which is the real strength to face the present competitive world,” Lok Sabha member Takam Sanjoy said in his address to the conference of Guwahati Students’ Union of Arunachal at Zoo Road Guest House at Guwahati, Tuesday.

“Devote your full time in studies as you have come from Arunachal Pradesh for that purpose. Education alone could serve as the ladder for you to rise high in life. Though you belong to different social strata but paint a pan-Arunachal identity to reflect the time-tested strength of our tribal society,” Sanjoy said without mincing any words.

The student bodies in the Himalayan state though many identify themselves with community names but unlike other states do not indulge in politicking openly, he said in appreciation.  However, he regretted at the involvement of money and unpleasant situations created during elections since the last few years.  This has sent a wrong message to the society which needs to be reversed, he emphatically said.

The MP also vouched for the union’s demands for constriction of Arunachal Bhawan over the land donated by the Assam government long ago and for a regional CBSE office at Itanagar. He assured to pursue the matter with Chief Minister Nabam Tuki for initiating immediate steps.

The Arunachalee students presented a colourful programme showcasing the rich cultural mosaic of the state, the sources added.

GASU memo to MP

Meanwhile, in its memorandum submitted to the Lok Sabha West Parliamentary on Tuesday, Guwahati Arunachal Students Union (GASU) appealed to the Member of Parliament to expedite the construction of Arunachal Bhawan in Guwahati saying that students and common people specially patients from the state are facing accommodation problem. It said that the state government had announced Rs 17 crores for construction of Bhawan in September 2011 last.

GASU also demanded for the replacement of the deputy resident commissioner (DRC) Guwahati. It opined that an APST officer should be replaced present DRC. Union also requested the MP to provide a room for establishment of union office at Arunachal guest house.  It further urged the MP to initiate for the establishment of CBSE regional office at Itanagar while considering the plethora of problems faced by Arunachal students  on CBSE related cases.

 

 

Lack of awareness impedes RSBY implementation

RUKSIN, Jun 11: Lack of awareness among common people is causing major impediment to implementation of Ratriya Swasthya Bima Yojana (RSBY), which covers health insurance for the poor families living under Below Poverty Line (BPL).

Launched by the Union Ministry of Labour and Employment, the scheme provides cover for medical expenses upto Rs 30,000 for a family of five on a floater basis. Transportation charges are also covered upto a maximum of  Rs. 1,000 with Rs. 100 per visit. The Central Government pays 90 percent of the total premium in Jammu & Kashmir and North East States (75% for other states) while the respective State Government pays the remaining amount.

As per schematic provision, the State Governments select insurance companies through open tendering process and technically qualified lowest bid is selected. According to health department sources, the state government has agreed with a Chennai based “Roy & Sundaram & Alliance” insurance company for implementation of the scheme in the state.

Pasighat General Hospital is one of the empanelled hospitals in the state, which has enrolled four Smart-Card holder patients so far.

Sources further informed that five Community Development Blocks in East Siang district have recorded as many as 5,764 beneficiaries (target), who had been issued Smart-Card by the authorized company during September, 2011. The breaking figure is 861 in Pangin-Boleng, 845 in Pasighat, 1403 in Mebo, 1708 in Ruksin and 947 in Nari-Koyu block.

The guidelines of RSBY clearly says that any BPL family, whose information is included in the district BPL list prepared by the State government is eligible family to enroll for having a Smart-Card, which covers five members of the same family for free medical treatment. But, it is alleged that the entrusted company had issued the Smart Card to all categories irrespective of APL and BPL in East Saing district.

According to the Ruksin Block ZPM, the company executives invited all families of Ruksin area for applying for the Smart-Card under RSBY and the economic status of the families was not taken into account during enrolment of their names.

 

 

RKMH hosts OSA mid-term conference

ITANAGAR, Jun 11: Ramakrishna Mission Hospital, Itanagar and Arunachal Academy of Ophthalmology hosted the 11th ophthalmological Society of Assam (OSA) midterm conference in Itanagar, Arunachal Pradesh on June 8 and 9.

A pre-conference session on pediatric cataract was held at Hotel Arun Subansiri on June 8 which was sponsored by Alcon laboratories. This was followed by inauguration of the conference.

Addressing the gathering Y.D.Thongchi, chief information commissioner, Government of Arunachal Pradesh hoped that such meets would help in enriching the knowledge of the ophthalmologist which would help them to serve the needy people in a better way.

Dr. Moji Jinni, Chief Medical Superintendent, Arunachal State Hospital appraised the gathering about the good relationship between the two neighboring states and also highlighted the activities taken up by Ramakrishna Mission Hospital, Itanagar and Arunachal State Hospital, in the field of eye care and wished that such meets would help in better interaction and knowledge sharing.

Chawang Lamu elected West Kemang ZPC

BOMDILA, Jun 11: Chawang Lamu was elected unopposed as the Zilla Parishad Chairperson of West Kameng district.

Attending the first meeting of the 3rd Zilla Parishad cum election at Kameng conference hall here yesterday, Parliamentary Secretary (PWD) TN Thongdok hoped that the newly elected ZPMs would work in earnest for the development of their respective Anchal segment.         

Speaking on the same note Parliamentary Secretary RT Khunjuju exhorted the ZPMs to justify the faith reposed on them by the people of their area and to diligently carry out their duties and responsibilities and set an example for others to follow.

Deputy Commissioner AK Singh called upon the newly elected PRI leaders to co-operate with the district administration and the various other government departments to facilitate proper implementation of the welfare schemes in the district. He assured to extend all possible help from the district administration in ensuring uniform, equitable and result oriented growth in all sectors.

In her brief speech after being elected as ZPC, Lamu committed herself to working hard for overall development of the district with support and guidance from all the four MLAs and other eight ZPMs of the district.

The oath taking ceremony of the newly elected Panchayat leaders of Kanubari and Lawnu Anchal Samiti block was held at Kanubari community hall recently.

One-day conference of all NGOs held

SEPPA, Jun 11: One-day conference of all the NGOs of East Kameng with the theme ''shifting of thought from what we can have to what we can give” organized by the East Kameng Social Welfare and Cultural Organization (EKSWCO) at Nyokum Lapang, Seppa on June 8.  As many as 17 NGOs attended the programme.

Dr. T. Taku chairman EKSWCO appealed the NGOs to give a louder message to the people not to defend the offenders in the name of clans, creeds etc knowing that he had committed crime and let the culprit be punished as per law. Adding that criminals has no caste and creed etc. he also appealed the NGOs to work within their limitations confined to the bye-laws rather not to act as an opposition leader. He reminded them of the donations already banned by the Govt and if need be during special occasion, must be done within their jurisdiction only.

Akam Regon, EAC said that the motto of the NGOs is to contribute to the society. He also discouraged gambling & lottery as a means of resource generation. He appealed them to play a positive role for the education of the children for over all development of the district.

Talking about law and order problem, he said before committing crimes, no one is there to show the right path to the criminals but after committing offence, many more relatives come up to defend the criminals.

Er. Takar Tachang, Dy Director DUDA cum Secretary EKSWCO said that EKSWCO members are working round the clock to achieve best of the best with intention to build positive mindset among the people in terms of education, health, socio-economic and all round development of the district. He appealed the NGOS not to be confused of their role rather should put up their efforts for the development of the district.

President ATA, East Kameng unit suggested that District cadre system and rationalization of transfer and posting of teacher is must to do away with the shortages of the teachers in the remote district.

The resolutions adopted included rehabilitation center at Seppa for the women destitute, all the NGOS of East Kameng to work under the supervision of EKSWCO, discourage communalization of disputes, no illegal gambling, unconditional support to the administration and police in tackling law and order problem, examine the plight of the business community regarding double taxation etc.

It was also decided to felicitate and extend support to the sport star from the district to the likes of Master Sambo Lapung and Master Lalu Taku who represented India at 15th Asian Youth Boys weightlifting championships at Doha, Qatar and brought laurels for the country, state and the district. Urban Indians and pollution

Fueled by fast economic growth, India's cities are getting more polluted and unhealthy by the day, said a TERI (The Energy and Resources Institute) report, stating the obvious.

TERI's researchers spoke to 4,039 people in India's six biggest cities for their perceptions and opinions on environment and green issues over the last five years for its report, which shows that urban Indians are becoming increasingly wary about the air they breath and the food they eat. It is clear why: "Air quality in these six cities has worsened or at best seen no change."

The survey has recorded increasingly anxious and angry voices from Bangalore, Chennai, Delhi and Hyderabad over the state of waste management in their cities. Only respondents from Kolkata and Mumbai said there had been an improvement, in this respect.

The growing urban angst over pollution shows that government and industry can no longer dither over striking a virtuous balance between environment and development, notes the survey.

No additional charges should be entrusted to Secretary, Planning

Dear Editor,

It’s a unique on the part of the State Govt that one person is allowed to hold the charges of the Secretary to Governor and Secretary (Planning) to the Govt of Arunachal Pradesh. It is surprising how one bureaucrat is allowed to act as the Secretary to two head of the State. As a stop gap arrangement it is OK, but what surprises me is that why and how outgoing secretary Ankur Garg was allowed to hold the charges of Secretary to Governor and Secretary (Planning) for more than 3 long years at a row.

The Governor is the constitutional head of the State and the Secretary (Planning) is supposed to be the right hand of the State government (Chief Minister). The Governor Secretariat is accountable to the Rashtrapati Bhawan but the State Government is directly linked with Prime Minister’s office. Under such circumstances, how a single person can be a reporting Officer for both the Supreme authority. It needs to be examined what type of reports were transmitted by the said Secretary to Prime Minister’s Office and Rashtrapti Bhawan during his tenure as Secretary to Governor and Secretary (Planning).

Better late than never, it is high time that the State Govt, allocates the portfolios to the Secretaries and Commissioners keeping all aspects in mind. As a layman, what we observe over the years is that Secretary (Planning) need to be a man having diverse experience on various planning process and that no additional charges should be entrusted to the Secretary (Planning) to enable him to dedicate his time and energy for planning process.

The best example of the effect for holding dual charges of most important departments is that many ambitious projects have not been able to kick off since last 4 years, especially the PM package and even if some advances have been made in some projects then also it is at snail pace. The Secretary (Planning) who is expected to be having eagle’s eye on all the on-going projects is either shuttling between meetings or flying around with governor thereby leaving the developmental projects at the mercy of contractors and agencies.

Please try to end the harassment

Dear Editor,

Through the columns of your esteemed daily I would like to draw the attention of the Capital DC towards the grievances mentioned below.

I had applied for mortgage and non-encumbrance certificate for our land on 28/02/2012. But even after more than one and half year I am still visiting the D.C office for the same. Since I wanted the certificate urgently I personally monitored the file movement within DC office Naharlagun and also carried the file to the office of Director of Land and brought it back after completing all the necessary formalities to the table of DC, but I don't know why they are taking so much time to issue the certificate.

Ever since the office was shifted to Itanagar, I have been travelling 40 km a day, fighting heavy traffic and investing time and money to reach DC office at Chandannagar, Itanagar. But , I am getting nothing except their endless excuses. When I met DC he said that he has other works also while the babus at DC office informed  me that  the DC has formed different groups for particular works. Finally when I found the group who are dealing with my application, they said that the DC is not responding to their report. Now I  just want to know is this a normal work cycle at DC office? How can be they so irresponsible? Govt. are not paying them for harassing the people. I am sure there are more such cases and people are wandering around DC office for getting simple work to be done. I request the officials at DC office and the DC to perform their duty efficiently and effectively. I also want to appeal my fellow Arunachalee to become aware about the RTI and Time Bound Service bill introduced by govt. of India and use it in practical.
